  to plot, plan  JLAtg.  TgJ Is33:11 : אִתעַשַתתוּן לְכוֹן עַמְמַיָא עַשתוֹנִין דִרשַע.  TgJ Hos10:13 : אִתעַשְתוּן אוֹנֵיס רְשַע.

The meaning "to plan" is essentially "to think well of doing something" as opposed to "to think well of a person', but the connotation has clearly turned negative by the time of the use of the Dt stem in JLA.
