The meaning is clear from context but of uncertain etymology. Perhaps an expanded meaning from stoa=collonade; note (see Jastrow) that the same consonantal form in Rabbinic Hebrew has that meaning. Our word is probably also to be read in targums 1 and 3 to Esther 1:6 where our texts have שנוי but the parallel in TargumSheni has רצפה; see Levy.
