with interrog. ה‏ as a complex interrog in an oracular situation: 'is it likely?'  JLAtg.  TgJ 1Sam23:11 : הַסְבִירִין לְמִמסְרִי יָתְבֵי קְעִילָה בִידֵיה הַסְבִיר לְמֵיחַת שָאֻול כְמָא דִשמַע  Are the inhabitants of GN going to turn me in? Is Saul going to come down when he has heard?.   as an answer to the above: 'it is likely'  JLAtg.  TgJ 1Sam23:12 : וַאְמַר יְיָ סְבִירִין לְמִמסַר.

  expecting, hoping  JLAtg, LJLA.  TgJ 1K1:20 : עֵינֵי כָל יִשרָאֵל סְבִירָן עְלָך לְחָוָואַה לְהוֹן  the eyes of all of Israel are expecting you to tell them.  TgTosPr Isaiah.57:15 : סבירין בכל יום דייתי משיחא.
