The precise meaning and etymology are totally unclear. The connection drawn by Cook, DQA with a verb skn is dubious at best; see s.v. skn#2 vb. More likely is a relationship with the normal root skn "danger" and the reference is to a part of the offering that cannot be used, perhaps in the sense that it is already sanctified.
