Ben-Hayyim LOT iii/ii 182 takes this word to have two meanings, "will" and something like "enlightening". Tal chooses the variant צביה (p. 720) as the lemma for the former, which makes fine sense. But as noted by Ben-Hayyim, the Samaritan readers disagree over the meaning in each context.
