מִלֵּי מִלֵּתָא   n.m.  glacis, millo

  glacis (as an offensive tactic)  JLAtg.  TgJ Jer32:24 : הָא מִלֵיתָא צְבַרֻו עַל קַרתָא לְמִכבְשָה  look, they have heaped up a glacis against the city to conquer it [=MT הִנֵּה הַסֹּלְלוֹת בָּאוּ הָעִיר לְלָכְדָהּ].  TgJ Hab1:10 : הֻוא לְכָל כְרָך תַקִיף מֲעִיק וְצָבֵיר מִלֵיתָא  he besieges every strong city and heaps up a glacis.

  = Hebrew מִלּוֹאa defensive construction  JLAtg, LJLA.

An absolute form with final /t/ has been reconstructed based on the variant pl. emph. מליתיא, but the latter is a dubious scribal correction based on the plural form in the MT that has a quite different meaning. Thus a formalization as mlˀh or even millō is probably to be preferred even though the only attested vocalized form is the emphatic.
