A scriptural verse that is אסמכתא for a rabbinic ruling is a reminder of the ruling but not its actual source.
In the legal sense, אסמכתא refers to threat of forfeiture beyond full compensation and was an extremely important concept in contract law; see, e.g. the Enc. Jud entry.
