This is a dubious word based on variant reading and lexical traditions (see LS2/Sok s.v.). We understand all attestations to be afel active verbs. Particularly telling in this regard is the fact that in all instances in our database the form is in a relative construction despite rendering a non-relative Hebrew construction. The semantics, of course, also require an active construction here.
