The meaning "to deprive of possession" is a calque on Hebrew יוריש.
The unique LJLA usage of the C, Gt and Qt in the sense of "weaning" corresponds to all the other targumic texts that properly use rather חסל where Biblical Hebrew has forms of גמל. However the repeated attestation in a single verse makes it difficult to assume a scribal error here. Perhaps rather a whimsical play on words.
